Pakistan LiFePO4 Battery Import Guide: 2026 Customs Valuation, Duty Concessions and PSQCA Scope
Importers and distributors in Pakistan ask three questions before a first container: what value will customs assess, which rules apply to a 5 kWh or 16 kWh storage battery, and which documents should the supplier provide? This guide summarises the official texts we could read and marks what is not confirmed. Where the market data in older articles is out of date, we say so.
LJY Energy is a China-based LiFePO4 battery supplier and OEM/ODM solutions provider offering customization, project-confirmed specifications and export supply coordination. Documents, test reports and the producing site are stated per model in the quotation; this page makes no certificate claim.

What changed in 2026: valuation rulings replaced the 2025 values
The Directorate General of Customs Valuation issued Valuation Ruling No. 2062/2026 on 6 April 2026. It states that it supersedes Ruling No. 1964/2025 of 29 January 2025 (ruling 2062/2026; superseded ruling 1964/2025; Business Recorder report). A separate Ruling No. 2061/2026 of the same date sets a value for LFP prismatic cells (ruling 2061/2026). Articles that still quote USD 70, 80 and 90 per kW(h) describe the old table.
| Topic | Item | Detail | Status |
|---|---|---|---|
| Packs | IP-20 batteries | Tier-1 brands: USD 10.92/kg or 92/kWh. Other brands: USD 9.50/kg or 80/kWh. Whichever is higher. | [Official text] |
| Packs | IP-21 batteries | Tier-1 brands: USD 11.32/kg or 95/kWh. Other brands: USD 9.95/kg or 82.75/kWh. Whichever is higher. | [Official text] |
| Packs | IP-65 batteries | Tier-1 brands: USD 12.84/kg or 109/kWh. Other brands: USD 11.17/kg or 95/kWh. Whichever is higher. | [Official text] |
| Packs | Basis and exclusions | C&F, all origins, PCT 8507.6000 (WeBOC 8507.6000.1000). If the declared invoice value is higher, the higher value is assessed. For air shipments the difference between air and sea freight is added. Not for phone, laptop or tablet batteries. A value addition applies to batteries with 4G/5G functionality; read the percentage in the ruling. The ruling names the Tier-1 brands in a footnote. | [Official text] |
| Cells | LFP prismatic cells (ruling 2061/2026) | USD 7.00 per kg C&F, all origins, PCT 8507.6000. | [Official text] |
| Validity | Both rulings | Apply until rescinded or revised; revision petitions go to the Director General within 30 days. Check the valuation rulings list for later rulings. | [Official text] |
What this means for a 5.12 kWh or 16 kWh battery
The ruling takes the higher of the weight value and the energy value, so the IP rating on the datasheet and the energy rating both matter. The table below is arithmetic on the ruling’s per-kWh values only (51.2V x 100Ah = 5.12 kWh; 51.2V x 314Ah = 16.08 kWh). It is not a duty calculation and not a price: the per-kg value can be higher, and duties and taxes are not included.
| IP class | Tier-1 USD/kWh | Other brands USD/kWh | 5.12 kWh Tier-1 (USD) | 5.12 kWh other (USD) | 16.08 kWh Tier-1 (USD) | 16.08 kWh other (USD) |
|---|---|---|---|---|---|---|
| IP-20 | 92 | 80.00 | 471 | 410 | 1479 | 1286 |
| IP-21 | 95 | 82.75 | 486 | 424 | 1527 | 1330 |
| IP-65 | 109 | 95.00 | 558 | 486 | 1752 | 1527 |
Our reading, not official: the Pakistan Solar Association reports a customs-declared market centre of USD 80–100/kWh for August 2026 (PSA import analysis). Declared values at or below these floors are therefore likely to be assessed at the ruling value, so ask your broker how the brand column and the IP class will be read for your exact product before you fix the quotation.
Size choice: 5.12 kWh rack or 16 kWh cabinet
| Topic | Format | Detail | Status |
|---|---|---|---|
| Sizing | 51.2V 100Ah | 5.12 kWh nominal (51.2V x 100Ah). Rack-mount and wall-mount formats. See the 51.2V 100Ah rack battery. | Arithmetic |
| Sizing | 51.2V 314Ah | 16.08 kWh nominal (51.2V x 314Ah). See the 51.2V 314Ah battery and the 314Ah floor-standing cabinet. | Arithmetic |
| Sizing | Usable energy | Nominal kWh is not usable kWh. Ask for the depth of discharge used in the rating and the inverter cut-off settings. | [Confirmed per project] |
| Market | Household share of imports | Units of 50 kWh or less were 82.0% of imported energy and complete packs 94.1% in Jan–Aug 2026 (customs data analysed by the Pakistan Solar Association). | [Industry reference] |
Inverter pairing and communication (CAN, RS485) are set per project. See the 51.2V inverter communication guide. We do not publish a compatibility list.
Duty concessions: who they are for
The Fifth Schedule to the Customs Act (document marked “Updated 30th June, 2026”; FBR PDF) contains entries relevant to batteries. Read the conditions before relying on them.
| Topic | Item | Detail | Status |
|---|---|---|---|
| Fifth Schedule | Parts of lithium batteries | 0% for cells, BMS electronic card, casing, harness set, output terminal, power cables, fan and similar parts, if imported by local assemblers or manufacturers of lithium batteries registered under the Sales Tax Act, 1990, subject to quota determination by the Input Output Co-efficient Organization (IOCO). | [Official text] |
| Fifth Schedule | Lithium-ion cells, 8507.6000 | 0% if imported by manufacturers registered under the Sales Tax Act of lithium-ion batteries, subject to IOCO quota. | [Official text] |
| Fifth Schedule | Solar power system kit | 0% for an off-grid or on-grid solar system kit comprising batteries (“not exceeding 50 Ah in case of portable system”), wires and inverters. | [Official text] |
| Our reading | Finished 5 kWh and 16 kWh packs | These entries do not obviously cover a finished stationary rack or cabinet battery imported by a trader. Confirm the classification and duty with your broker. | [Our reading, not official] |
For registered assemblers, LJY can discuss cell, BMS and component supply, or complete packs, per project. Registration, IOCO quota and customs treatment are the importer’s to confirm.

Frequently asked questions
Does LJY Energy hold PSQCA registration or Pakistani certificates?
This page makes no such statement. Certificate and test-report status is confirmed per model in the quotation.
Which customs value applies to my battery?
The ruling gives a value per kg and per kWh by IP class and brand column, and customs assess the higher value. How your product is classified is decided at import. Ask your customs broker, and send us the datasheet details they need.
Is the 2025 valuation table still valid?
Ruling 2062/2026 states that it supersedes Ruling 1964/2025. Check the current rulings list for anything newer.
Has the battery manufacturing policy been approved?
Not according to the sources we found: reports of September 2026 describe it as awaiting approval.
Can you supply cells or parts for a local assembly line?
We can discuss cells, BMS, enclosures and harness per project. Eligibility for any duty concession is decided by Pakistani authorities and depends on the importer’s registration and quota.
